About parallel modular kitchen
Two facing runs with an aisle between is the layout professional kitchens use, because everything is within a turn and there are no corners to waste. In Mumbai flats with a long narrow kitchen, it is often the only sensible option.
The aisle width decides everything. At 900 mm you can work but not pass. At 1,200 mm two people coexist. Below 900 mm, opposing drawers collide when both are open, which is a problem you discover after installation.

What is the minimum aisle width?
900 mm to work in, 1,200 mm for two people. Below 900 mm, drawers on opposing runs collide when both are open — which sounds obvious and is routinely missed, because it is only apparent once both are installed.
Should the sink and hob face each other?
No. Put the sink and prep on one run and the hob on the other, offset rather than directly opposite. Directly facing means turning with a hot pan into someone standing at the sink, and water from the sink carries across to the hob.
Is a parallel kitchen good for a small flat?
In a long narrow kitchen it is usually the best layout, because it has no dead corners and every cabinet is fully reachable. The question is only whether you have the aisle width. If the room is under about 2,100 mm wide overall, a single run with tall units will work better.
